partner in Carlowitz and Company, has, with the consent

of the llongkong Government and myself,

himself in South Chine, his local representative

being a Swing citizen, and the businers of Wendt and

Company has similarly been taken over by a British

subject V.A. Hannibal, locally represented by a

Dutchman.

I may mention whilet on the subject of local

Germand that a complaint has been made by a British

mentor mariner of vexations "rocedure, in the matter of

handling cargo, indulgod in by tidewaiters of that

nationality.
